Fremont County was experiencing extreme crowding at the existing correctional facility in Lander, Wyoming. The county chose a local architect to complete the building design. The architect in turn used James Gores and Associates as their subconsultant for the site and utility design. A major concern was the project’s tight budget. Both firms worked on a fixed fee basis.  
 
Site Design: James Gores and Associates began work on the site grading, in conjunction with the architects, by verifying the 100-year floodplain level on the project property. This prescribed the elevations of the building and surrounding improvements. The building elevation was set and a parking lot was designed to encompass facility needs. A truck dock was designed at the rear of the building and a small access road with curb, gutter, and sidewalk was designed to enter the parking lot.
 
The utilities were designed to serve the facility from an existing sewer main that traversed the property and a water main adjacent to the property. Both of these systems required approval from DEQ and the designation of easements.
 
Construction Monitoring: James Gores and Associates provided as-needed on-site construction monitoring. 
 
The site grading and parking paving portion of the project was completed on budget.
