Summary: East Main Street, in Riverton, Wyoming, is a U.S. Highway passing through the downtown commercial district. It is the only local route to Dubois and Jackson, Wyoming and Yellowstone National Park. Commercial and tourist traffic has steadily and rapidly increased since the road was last reconstructed over 50 years ago. In addition, the curbs and sidewalks had deteriorated. The project consisted of reconstructing the road to meet current design standards and future traffic loads, while incorporating aesthetic design elements developed by the citizens of the city to create a pleasant, inviting downtown atmosphere.
 
Project Design:  The design retained the existing horizontal alignment and a similar overall width due to physical constraints on each side of the roadway. Grades were also similar to match the doorways present along the right-of-way line at the back of the sidewalk. The sidewalk widths were reduced by 6 inches to increase the width of the parking lanes.
 
The reconstruction work included replacing the utilities along the project corridor. This included the storm sewer system and the 80-year-old water main. The storm sewer manholes and inlets were relocated to better match the proposed design and limit abuse from traffic. The entire waterline system, including service taps, was replaced to the building fronts. The waterline was upsized to meet the fire flow requirements in this high value area. A sanitary sewer line crossing was also replaced.
 
The emphasis in the design work involved incorporating the aesthetic elements while meeting all of the requirements of the Wyoming Department of Transportation (WYDOT), the Federal Highway Administration (FHA), and the Americans with Disabilities Act (ADA). Public relations continued as an ongoing focus during the design of the roadway. The project also included the formation and passing of a local improvement district to fund part of the project.
 
All of the plans and design data were created under the supervision of the Wyoming Department of Transportation and to WYDOT standards. The project required a significant amount of coordination between James Gores and Associates, the City of Riverton, WYDOT, and the business owners along the street. Mr. James Gores, as Project Manager, served as a facilitator to discussions between the organizations.
 
The project design was completed on time and 15% under budget.
