Pershing Avenue, in Riverton, Wyoming, is a major collector street that passes through a residential area and school zone. Pershing Avenue experienced a significant number of crashes due to curbside parking on this heavily traveled narrow street. In addition, a steep hill reduced line of sight and created a hazardous crosswalk next to the school and heavily used by schoolchildren. Therefore, the Wyoming Department of Transportation, at the City of Riverton's request, conducted a reconnaissance study to determine the extent of the problems and to identify possible solutions. These solutions formed the basis to the design for reconstructing the street.

Project Design: The project, as set forth in the Reconnaissance Report, was to include a complete reconstruction of Pershing Avenue, widening it by 7 feet. In order to improve sight distances at a school-zone crosswalk, an obstructing hill was lowered approximately three feet. This required the installation of a modular block retaining wall on the south side of the street. The remainder of the street was redesigned with adjustments for drainage and driveways.
 
The planned reconstruction work also included replacing or relocating eight different private and municipal utilities including a 24-inch irrigation line that ran the length of the street. It also included installing a new storm sewer system. The lowering of the hill near the school necessitated the replacement of the affected water and sewer lines due to inadequate cover. DEQ permitting was required for the water and sewer system modifications.
 
All of the plans and design data were created under the supervision and to the standards of the Wyoming Department of Transportation. The project required a significant amount of coordination between James Gores and Associates, the City of Riverton, WYDOT, and the residents along this street.
 
The project design was completed 25% under budget.

Project Design: The City of Riverton decided to take advantage of the WYDOT portion of the Pershing Avenue project to update and replace critical sections of the water and sewer lines serving this urban area. Both the water and sewer systems were realigned to maximize provide adequate room for the new storm sewer system being installed. The large number of underground utilities, six in all, made realigning the existing systems difficult because of congestion. Permitting from DEQ was required for both the water and sewer systems.
