In association with TST, Inc. of Denver, James Gores and Associates was hired to prepare a water master plan. The focus of the Burlington Regional Master Plan is to investigate the current water system and explore the possibility of a rural water system from the Greybull or Basin area to service the Burlington and Otto area.
Several alternatives were developed to explore the feasibility and cost of connecting to the Big Horn Regional Water System. Connections to both Greybull and Basin were considered. A variety of service areas were also evaluated to maximize the number of users served with the lowest cost per user. In addition, treatment options were provided to allow Burlington to retain and upgrade their current system, possibly connecting their system with Otto.
The water system operation, maintenance, and management were evaluated and suggestions made for improving their current methods to realize economic benefit and reduce water consumption.
Conceptual level construction cost estimates and estimated user costs were developed based on anticipated funding sources. Public meetings were held to present the different alternatives to the town and public.
